The first edition consisting of eighty-six judicial forms was further improved through series of training conducted to the judicial officials to enhance judicial services to the people.

This second edition consists of seventy-one judicial forms published in accordance with the Civil and Criminal Procedure Code and the Bench Book. These forms have been introduced to achieve uniformity in the justice delivery system, provide an easy access to justice and administer justice based on fair trial while upholding the principles of expeditious, affordable and upright dispensation of justice with transparency and accountability.

In recent years, private legal firms have also been established. The objective of setting up private firms was to provide prompt and user friendly Courts.

Hon. Chief Justice of Bhutan graced the closing ceremony of the Nangkha Nangdrig training organized by the BNLI for the gups at samtse on 20.05.2017. During the closing ceremony, Hon. CJB awarded certificates to the participating gups.

The G2C Judicial Services was formally launched on 29th August, 2017 at the Supreme Court by the Cabinet Secretary Dasho Kinzang Wangdi and Supreme Court Registrar General Dasho Tshering Dorji. With the formal launching of the judicial services, people can avail judicial services online for making appointments with the courts. Applicants can apply online for eleven judicial services including Marriage certificates; Translation of marriage certificates; Correction of personal biodata; Lost documents; Single/marital status; Child travel documents; Attestation of documents; Child adoption; Organ transplant; Closing of accounts and transfer of shares; and Attestation of agreements, wills, contracts and testaments.

The Hon. Chief Justice of Bhutan visited Guwahati in India to attend the two-day Eastern Zone Regional Conference on Waste Disposal & Management from 8th to 10th September, 2017 at the invitation of the National Green Tribunal of India. The event was held at the Srimanta Sankardev Kalakshetra, by the Eastern Zone of National Green Tribunal, Kolkata in collaboration with the Govt. of Assam and State Pollution Control Board function under the jurisdiction of Eastern Zone Bench, in an attempt to create awareness amongst people regarding importance of waste management and its effects. Many delegates from around India participated in the conference and students from various schools of Guwahati also took part in it.

The High Court Justice Duba Drukpa and Planning Officer Tenpa Gyeltshen accompanied Chief Justice during the visit.

The Bhutan National Legal Institute (BNLI) conducted a one-day orientation program for the four new Justices of the High Court on 13th September 2017 at the Supreme Court Conference Hall. The Hon. Chief Justice of Bhutan graced the occasion. Also present at the event were the Acting Chief Justice of the High Court and the Director General of the BNLI. During the one-day orientation program, the resource persons covered topics on Appellate Adjudication Procedures, Policies, Norms, Practices and Experiences.

The fifth phase of training on CMS and Judgment Drafting was held at Risum Resort in Haa from 15th to 18th September 2017. Twenty-eight participants including Drangpon Rabjams, Court Registrars and Bench Clerks from the Supreme Court, High Court, Thimphu Dzongkhag Court and Paro Dzongkhag Court took part in the four-day training. The training was facilitated and coordinated by PPD and ADM Section of Supreme Court.

The resource person are Drangpon Kinley Dorji of the High Court and Drangpon Kinley Namgay of Thimphu Dzongkhag Court for Judgment Drafting and Drangpon Rabjam Pema Choden, Kezang Dema and Tingting Dema of ICT division of the Supreme Court for Case Management System and Public Notary System.

 

The Hon. Chief Justice of Bhutan visited Tokyo, Japan from 18th to 21st September 2017 to attend the 17th Conference of Chief Justices of Asia and the Pacific. The biennial  conference brought together bar leaders, corporate members and individual lawyers from across the Asia Pacific to facilitate the discussion of regional developments in law, including such issues as judicial practice, legal education and cross-border dispute resolution. The conference served as a regional platform for sharing ideas, building professional networks, advocating for the rule of law, and advancing the status of the legal profession in the Asia Pacific.

Honble Chief Justice was accompanied by Chief Judge of Thimphu District Court Dasho Kinley Namgay.
