"Justice
is a promise to humanity", said the Chief Justice,
Dasho Sonam Tobgye. "Let us do our utmost to fulfill
this solemn promise."
Dasho
Sonam Tobgye was inaugurating the 13th National Judicial
Conference and the start of the second National Legal
Course on November 14.
The
Chief Justice told the gathering of Thrimpons, Dungthrims,
Dungpas, other legal officials and dignitaries from
all sections of Bhutanese society that the pursuit of
professionalism by the Bhutanese legal system was the
unfurling of His Majesty the King’s vision.
The
judiciary, he said, must discharge its duties efficiently
and effectively to earn public confidence and trust.
"The judiciary should not seek popularity, it should
not expect gratitude … Our strength lies in public sensitivity
to injustice," he said.
Dasho
Sonam Tobgye told the gathering that the inauguration
of the 13th Judicial Conference was also a reminder
of the unremitting efforts of the Bhutanese Judicial
System in fulfilling its commitment to Justice.
"Let
it be our paramount duty to ensure that falsehood does
not triumph over truth, that injustice does not eclipse
justice," he said. "Let the judges be the
true custodians of justice."
Dasho
Sonam Tobgye told the second batch of 12 trainees in
the National Legal Course that the inauguration of the
second batch was a true indication of the success of
the course.
He
reminded the young trainees that progress should not
signal the renunciation of tradition. "Traditional
methods deserve respect, and we must draw inspiration
from the wisdom of the past," he said. "At
the same time we must face new challenges of the changing
times. We must harness technological developments to
serve the unquenchable human quest for Justice."
The
conference, scheduled to conclude next week, is seen
as a useful forum to update the judiciary system, sharing
experiences and resolving problems faced by the Thimkhangs
around the country.
